Pro-Tem Ray Thayer called the meeting to order at 10:00 AM. Commissioners
present: Ray Thayer and Commissioner David M. Sauter. Commissioner Rex F. Johnston
was absent.

Public
Works Director Gordon Kelsey
provided a review of Consent Agenda items submitted by Public Works
for Board consideration.
|
|
|
|
Director
Kelsey provided a brief update regarding status of the construction program
and road design projects; noting activity is very slow this time of year.
Additionally, Director Kelsey reviewed the road maintenance projects and
facilities projects advising that they continue to work through the
electrical permit issue regarding school zone flashing beacons.
|
|
|
|
Following
up on a discussion which was held last week regarding the western approach to
Northwestern Lake Bridge, Director Kelsey advised that PacifiCorp has a
contractor on site that is placing large rip-rap in an effort to temporarily
protect the western approach pending a large weather event. Director Kelsey
stated that PacifiCorp’s contractor continues to work on a design plan for
placement of soil nails; noting they do not plan to begin placement until the
later part of January. Director Kelsey advised that the approach is mainly
silt making it very vulnerable to wash out from a weather event; noting
appropriate measures need to be taken to protect the bridge. Director Kelsey
stated that he would continue to monitor this issue.

Director
Kelsey advised that Public Works was recently contacted by the Bonneville
Power Administration (BPA) regarding an easement for placement of a tower at
the Rattlesnake quarry. Director Kelsey stated that the geotechnical
consultant has tested the site to assess the quantity of usable material to
determine fair compensation for future discussion with BPA.

Auditor
Brenda Sorensen advised that to date five school districts have
submitted levy proposition resolutions for the February 8th
election.
|

Auditor
Sorensen advised that her office has been awarded a $6,000 HAVA grant
for the purchase and installation of three ballot boxes to be located in
Wishram, Roosevelt and a replacement box in White Salmon; noting the one
removed from White Salmon will be relocated to either Appleton or Klickitat
which will be decided following a meeting of the Accessible Voting Advisory
Committee. Auditor Sorensen stated that a contract will be presented for
Board approval at a future date. Project cost estimate to install the boxes
is $7,100 with Auditor Sorensen noting she will work with the Public Works/Buildings
and Grounds Division to install the boxes.

Following
up on an earlier issue Auditor Sorensen advised that the insurance premium
repayment was included in the December 25th payroll.

County Road No. 29750, and a portion of a 25 foot alleyway on the west side
of Bunn Canyon Road.

Public
Works Director Kelsey advised that the
portions to be vacated are outside of a 60 foot wide right of way which is
centered along the centerline of Bunn
Canyon Road and serves no useful
purpose for the county road system. Director Kelsey noted that not all of the
existing streets lie within the road right of ways dedicated with the
original plat; adding that portions of Bluff Road, Main Street, and Holzschuh
Street will be deeded to the county as a condition of the re-plat.

|
Concluding
his staff review Director Kelsey recommended approval of the vacation as
presented and to turn these unused portions of right of way dedicated for
streets in the Plat of Fallbridge over to the adjacent property owners for
their use.
|
|
|
|
Chairman
Pro-Tem Thayer noted for the record that there was no one from the public wishing to testify against or in
favor of the proposed vacation.

Plat Alteration Project
Number SUB2011-01 to adjust the lots and streets to match
existing improvements in the town of Wishram
|

Approved
(M/Sauter, S/Thayer. Passed unanimously): acceptance of the dedication as shown on the map of SUB2011-01
for future maintenance of Bunn Canyon Road, Main Street, and Holzschuh Road,
and grant final approval for project number SUB2011-01 which alters Lots
5-8 in Block A and Lots 1-6 in Block C of the Plat of Fall Bridge now known
as the town of Wishram. Owner: Northwest Storage. Applicant: Ross Family.

Associate
Planner Crista Schroder in her staff review advised that the purpose of the
plat alteration is to adjust the lots and streets to match the existing
improvements with Lots 5 and 6 and Lots 7 and 8, Block A combined to address
existing structures encroaching on the lot lines. Ms. Schroder stated that
portions of the northern end of Lots 5-8, Block A are being dedicated to Holzschuh Street road right-of-way and that a portion of the southeast corner of Lot 8, Block
A will be dedicated to the County for Main
Street road right-of-way.

Planner
Schroder stated that Lot 1, Block C was enlarged and moved west to encompass
the existing house, yard, driveway and portions of the garage outside of the
Bunn Canyon Road right of way; and that the portions of Lot 2, Block C
outside of the Bunn Canyon Road right of way are being added to Lot 3, Block
C; portions of the south end of Lots 3-6, Block C are being dedicated to the
County for Main Street road right of way; Lots 4 and 5, Block C were
combined, and Lot 6, Block C added width to the west. It was noted that all
conditions of preliminary approval have been addressed and all signatures
obtained.

fuel farm, terminal building and hangar.

Interlocal Agreement (C28111)
for Legal Services between Klickitat County (Prosecuting Attorney) and the
Kitsap County Prosecuting Attorney to provide legal services as needed to advise,
appear for, prosecute, and represent Klickitat County on behalf of, and as
special deputy to, the Klickitat County Prosecutor. The services rendered
under this Agreement shall be paid for at the true and full value in
accordance with RCW 43.09.210. For year 2011, compensation for the services
performed by the Kitsap Prosecutor and Deputy Prosecutors shall be at the
hourly rate of $115.00, and $92.00 per hour for paralegal services. For year
2012, compensation for services performed by the Kitsap Prosecutor and Deputy
Prosecutors shall be at the hourly rate of $120.00, and $95.00 per hour for
paralegal services. Said hourly rates include overhead support. The
Klickitat Prosecutor shall be responsible for all incidental costs associated
with representation, including, but not limited to, mileage and travel costs,
court costs, copy fees, courier fees, et cetera. This Agreement is
effective November 1, 2011 for a term of one year which shall expire on October 31, 2012
unless renewed in writing.

State Department of Natural Resources to “Lease State Land or Space in State
Facility for Electronic Communication” to be used for a radio tower, radio
and radio and microwave site known as Flat Top Mountain west of Trout Lake,
Washington. This site is owned by the State of Washington, Common School
Trust, administered by the Department of Natural Resources. Minimum lease
space is 2500 square feet with an annual rental rate of $1,083 for the site
plus $272 for each radio (5) for a total of $2,442.

Health Services Juvenile Rehabilitation/Division of Community Programs and
Klickitat County (Juvenile Department) to provide funding to County Juvenile
Courts to support Block Grant prams for juvenile offenders, with program
descriptions and requirement outlined in the Block Grant Contract 2012/2013.
The effective date of this program agreement is January 1, 2012 with an end date
of June 30, 2013.

through December 31, 2012. The non-Medicaid allocation for this contract is
$50,500 with a required 15% match for OAA funds.

on Aging and Disabilities for Disease Prevention and Health Promotion to
provide disease prevention and health promotion services and information at

this contract is January 1, 2012 through December 31, 2012. Funding is on a cost reimbursement basis with a $5,000 total
funding allocation.

Klickitat County (Senior Services) and the Southwest Washington Area Agency
on Aging and Disabilities for Senior Information and Assistance, Senior
Nutrition Services, and FCSP access to provide services to unpaid family
caregivers needing support to continue their role as primary caregiver to a
senior or adult with disabilities and to provide a minimum of nine outreach
events and education activities. The performance period for this contract is January 1, 2012
through December 31, 2012. The non-Medicaid allocation for this contract is
$38,500 for Senior I&A; $78,064 for Nutrition Services and $4,420 for
FCSP Access Services with a required 15% match on OAA IIIC funds.
