V.     (1:30): PUBLIC HEARINGS/PUBLIC MEETINGS/BID OPENINGS:

Public Meeting: Consider Planning Commission recommendation to approve Comprehensive Plan Amendment CPA2003-03 and Zone Change ZON2003-05; Applicant: White Salmon School District.

VII.      (2:00): NEW BUSINESS:

     Larry Nicholas, Public Works Director: Petition to remove primitive designation on a portion of Olson Road, County Road #25230 between Mile Post 2.95 and Mile Post 5.05

VIII.     (2:30): CONSENT AGENDA:

1)     Scheduling a public hearing to be held at 1:30 PM on April 6, 2004 to consider and declare certain county equipment and property as surplus and setting a date for disposal of same through a public auction by the County Treasurer.
2)     Resolution authorizing the Code Compliance Officer to commence proceedings to cause the abatement of the nuisance on Parcel #02-13-2856-0221/00/Dannial R. & Marilyn Dimmick.
3)     Resolution amending the departmental organizational chart for the Public Health Department by including the addition of one .30 FTE Public Health Nurse and the reduction of a Nurse Practitioner position by .20 FTE effective April 1, 2004.
4)     Pioneer Center Contract Amendment between Klickitat County and Scott Edwards Architecture adding language allowing Phase 1 and Phase 2 to be combined as a single project, including Phase 2 as a bid alternate, and that the project will be bid with separate site development documents and building documents.
5)     Scheduling a public hearing to be held at 1:30 PM on Tuesday, April 20, 2004 to consider a short plat variance request to reduce the road right-of-way from 60’ to 30’; and road construction standards from a 24’ to a 12’ width. Applicant: Brad Amer.
6)     County Property Lease Agreement with the Goldendale Peace and Environment Group for use of the Courthouse lawn on May 1, 2004 for Earth Day and request for a waiver of the rental fee of $25.00.
7)     Request from the Adult Probation Department for authorization to proceed with the purchase of two replacement vehicles from State Bid.
8)     Resource Development Fund #119 2004 Project List Amendment No. 1 as is required pursuant to Policy #6 of the 2004 Budget.
9)     Performance Bond in the amount of $33,753.00 relating to the manufacturing and delivery of a 22’ Mini-Bus for Senior Services.
10)     Agreement between the Human Services Council/Southwest Washington Agency on Aging and Klickitat County, Contract #03-01-01 (I&A/CM)/03-06-01 (Nutrition) to provide core services delivered by Senior Services.
11)     Department of Community, Trade and Economic Development CDBG Grant Amendment, Agreement No. 02-64002-033. Klickitat County is the lead entity for this grant with the White Salmon Valley School District (White Salmon Early Childhood Education Center).
12)     Recommendation and request from the Building/Grounds Department to accept the proposals received from Clayton Group Services and Control Contractors, Inc. to evaluate the flow and quality of air in the jail and the isolation holding cell in a combined amount of $4,997.00 plus sales tax for a total of $5,371.78.
